Ragnar Siil, founder and Managing Partner, Creativity Lab
Ragnar Siil is a founder and managing partner of Creativity Lab, international cultural policy and creative industries think-tank and consultancy. He is a former Estonian Undersecretary for the Arts and chairman of the EU expert group on cultural and creative sectors. Ragnar has advised governments and cultural organisations across the world in strategic planning, in 2016-2018 he advised cultural policy reforms in Ukraine, Georgia, Armenia, Azerbaijan, Moldova and Belarus. Ragnar has been working with Estonian Librarians Association to draft a road map “Estonian Libraries in 21st Century” as well as launching a quality assessment framework for public libraries.
